RegSvcs.exe Installation Error on Vista and Windows 7

An exception dialog halts the installation process of the Windham Software Complete Kit on Microsoft Windows Vista / Windows 7. A dialog titled RegScvs.exe - Common Language Runtime Debugging Services prompts and notifies that the installation application has generated an exception that could not be handled.


This error occurs at the end of the Microsoft .NET Framework 1.1 setup (this is a prerequisite of the Windham Software). The error is caused when the system tries to register “System.EnterpriseServices.dll”. The cause of this error is not known and occurs randomly.

The Microsoft .NET Framework 1.1 Service Pack 1 has resolved this issue. Microsoft does not, however, provide a standalone .NET Framework 1.1 installer that integrates this service pack.

The workaround to this problem is to integrate the .NET Framework 1.1 Service Pack 1 into the .NET Framework 1.1 installer so that they both can be installed at the same time. We recommend that your IT professional assist and execute this solution.

  1. Create a new folder named DotNet in C:\ drive (C:\DotNet is used in this guide, you can change to any folder you prefer, but ensure that you use correct path in the following steps)
  2. Download Microsoft .NET Framework 1.1 Redistributable Package. Make sure the setup file is saved as dotnetfx.exe
  3. Download Microsoft .NET Framework 1.1 Service Pack 1. Make sure the setup file is saved as dotnetfxsp1.exe
  4. Move both installation files into the same directory (i.e. C:\DotNet), if you are not saving them together
  5. Open command prompt as Administrator
  6. Change to the directory where the two installation setup files for .NET 1.1 are saved (i.e. C:\DotNet)
  7. Run the following commands one by one
    • dotnetfx.exe /c:"msiexec.exe /a netfx.msi TARGETDIR=C:\DotNet" 
      If you are not using the C:\DotNet directory, please change the target to your path accordingly. This line will prompt “Would you like to install Microsoft .NET Framework 1.1 Package?” Click on “Yes”. Wait for the uncompression, extraction, and setup to complete. A dialog will prompt the completed install.

    • dotnetfxsp1.exe /Xp:C:\DotNet\netfxsp.msp 
      There will be no status messages for this step

    • msiexec.exe /a c:\DotNet\netfx.msi /p c:\DotNet\netfxsp.msp 
      Wait for the Windows Installer to finish and disappear automatically

  8. Install the Microsoft .NET Framework 1.1 with the integrated Service Pack 1 by running netfx.msi created in the working folder (i.e. C:\DotNet)
  9. Run the Windham Software Install Kit again
